Celeia, today Celje in Slovenia, was a town of Noricum on the Amber Road, where the Voglajna flows into the Savinja. Under the emperor Claudius it became a self-governing municipium called Claudia Celeia, and by the fourth century it was a bishop's seat. Inscriptions from the early third century show soldiers honouring a goddess of the same name, once alongside Noreia. The map links the town to Virunum by a road over the Seeberg saddle through the Karawanks, probably no more than a mule track, and one of only two roads in the region not drawn horizontally.
