The Penastii were a people, and the Tabula sets their name across the land in its northern Balkan section. There is no drawing beside it, only the name itself. Like the other tribal names scattered between the roads of the map, it records who lived in a landscape, a reminder that the Roman world was as much a patchwork of peoples as a network of towns.
