Neocaesarea, the new city of Caesar, lay just south of modern Niksar in Turkey, and it had worn several names before this one. As Kabeira it was a fortress of King Mithradates the Sixth, where the Roman general Lucullus was defeated in 71 BC before he took the place. Pompey raised it to a city called Diospolis, the city of Zeus, and Queen Pythodoris renamed it Sebaste in honour of Augustus. Who made it Neocaesarea, under Tiberius or Nero, is unknown. Later it became a bishop's seat and hosted a church council early in the fourth century.
