Chamavi qui et Franci means "the Chamavi, who are also called Franks", a label that captures a people in the middle of changing its name. The Chamavi were a Germanic tribe on the lower Rhine, known to the Roman historian Tacitus in the late first century; their memory survives in the early medieval district of Hamaland around Deventer, in the Netherlands. Later they joined the shifting confederation of the Franks, and a speech in praise of the emperor Maximian in AD 289 already calls them Franks. The addition probably belongs to a late Roman update of the map. The copyist of around 1200 garbled it into "qui el Pranci".
