S Rusubbicari and Cissi (Barrington)

The Icampenses were a Mauretanian people, and their name may be Latin, meaning something like 'the people of the plain'. The map sets them inland from the coastal towns of Rusubbicari and Cissi, which places them probably in the lower valley of the Isser in today's Algeria. They are most likely the Isaflenses described by the Roman historian Ammianus Marcellinus: rebels who joined the usurper Firmus and were subdued by Count Theodosius in the 370s. Their king is said to have had Firmus's body brought to a fort that may be Rusubbicari itself.
